日本銀行の白川方明総裁は２５日、大阪市内のホテルで開かれた地元経済４団体との懇談会で、金融機関の中小企業への融資について、「金融を巡る状況が変化しており、中小企業への貸し出しは減少している」との認識を示した。 日本郵政グループのゆうちょ銀行は２００９年１月５日に、全国の民間金融機関が振り込み処理などに使っているコンピューターシステム（全銀システム）へ接続する。接続後は全国の金融機関と相互に振り込みができるようになるが、ゆうちょ銀の口座に振り込む場合は従来の番号とは別に、新たに割り当てられる振り込み専用番号が必要となる。（石井重聡） 地元経済界から、中小・零細企業に対して金融機関の貸し出し姿勢が厳しくなっているとの指摘があった。これに対し、白川総裁は「（景気が停滞している中で）金融機関が信用リスクの評価について新しい目線で見ることは当然で、全体としてどうなるかを注意したい」と述べた。 生命保険、損害保険会社からは機動的な事業買収や社内再編を行うため、部分譲渡規制の緩和の要望があがっていた。契約者保護の観点に加え、規制緩和は敵対的買収を活発化させかねないとして、金融審内部や一部保険会社には見直しに慎重な声もあるが、金融庁は年度内にも一定の結論を出したい考えだ。
